Our client, a leading pharma company, is looking for a Global Policy and Advocacy Director for one of its leading therapy areas. This role leads the development and implementation of Policy, Government Affairs and Advocacy strategies to support patient access to new medicines, market access and uptake of existing medicines. The role works with external and internal stakeholders to address key issues impacting patients’ access to medicines and to help stakeholders understand better the immediate and long term benefits of an innovative medicines company.

Main responsibilities are to:

• Define and implement with Regions and Countries multi-year programmes aligned to business priorities that empower patient and clinical advocacy and inform the development of health system policies that improve patients’ access to appropriate treatment and care.

• Implement programmes that advance appropriate access to medicines, develop relationships with external third parties including policymakers, NGOs, Patient Advocacy Groups and therapeutic area external experts. Provide expert counsel to global/regional/market colleagues in developing similar relationships

• Create and support third party commissioning of external resources, consultation papers, peer review literature and evidence bases needed to support advancement of therapeutic area policy agendas.

• Serve as a policy agenda centre of excellence for therapeutic area leaders and global, regional and in-market cross-functional teams offering expertise and counsel at both strategic and operational levels.

• Develop compelling arguments to promote the company’s policy agenda. Create the appropriate internal resources and policy documents and build the capabilities of leaders and external allies to appropriately engage in high quality public dialogue, in line with medical advancements and drug innovation.

This role would suit someone with the ability to lead internally and externally within, and into, large complex, culturally-diverse, matrixed organisations. You will need to demonstrate a record of shaping major, complex and complicated policy matters at senior levels of government on issues involving many, varied and powerful stakeholders. You will also need to show effectiveness working with payers (directly or indirectly) to achieve tangible outcomes, either globally, regionally or locally.

The ideal candidate will have proven experience in government affairs/relations, patient advocacy group and NGO relations. Biopharmaceutical industry and/or healthcare industry experience required (understanding of biologic medicines is a plus). Strong planning and systematic thinking, including project management and budgeting would be a huge advantage as would credibility at the most senior executive levels of the organisation. As this is a global role significant understanding and appreciation of political environment, policy issues and governments in strategic markets (eg US, China and Japan) would also be beneficial.

On a personal level you will need strong interpersonal, communication, and influencing abilities; excellent written skills, including enhanced presentation skills; and problem solving skills – ability to resolve conflict and deal with a wide range of complex problems independently.
